TOE Calculator & Energy Manager Obligation
Convert three years of electricity, gas and fuel use into tonnes of oil equivalent with Türkiye's official factors, and see whether your facility must appoint an energy manager.
Enter annual consumption from your bills. Leave unused sources empty. Fill at least one year.

What is TOE and why does it matter?
TOE (tonne of oil equivalent) adds up different energy sources in one unit. 1 TOE equals 10 million kcal. A plant measures electricity, natural gas and diesel in different units; kWh, Sm³ and litres cannot be summed directly. Each source is converted to TOE with its official factor to get total annual energy use.
In Türkiye this total is more than a statistic. The energy manager, energy audit and ISO 50001 obligations are set by it. Turkish regulations call the unit TEP.
Official conversion factors
The factors are listed in Annex-2 of the Turkish Energy Efficiency Regulation. Values used in the tool:
- Electricity: 1,000 kWh = 0.086 TOE
- Natural gas: 1,000 Sm³ = 0.825 TOE (net calorific value 8,250 kcal/Sm³)
- Diesel: 1 tonne = 1.020 TOE; 0.000847 TOE per litre at 0.830 kg/l density
- LPG: 1 tonne = 1.090 TOE
- Fuel oil No. 6: 1 tonne = 0.986 TOE
- Hard coal: 1 tonne = 0.610 TOE
For fuels not in the table, the regulation refers to International Energy Agency factors.
Example: how much consumption is 1,000 TOE?
For an electricity-only site, 1,000 TOE is about 11.6 million kWh a year. For a gas-only site it is about 1.21 million Sm³. A plant using 7 million kWh of electricity (602 TOE) and 500,000 Sm³ of gas (412.5 TOE) totals 1,014.5 TOE and crosses the threshold.
Which obligations apply?
For industrial plants whose three-year average exceeds the threshold:
- Energy manager: a certified employee is appointed, or the service is contracted.
- Energy audit: carried out by an authorised company and renewed every four years.
- TS EN ISO 50001: an energy management system is set up and certified.
- ENVER declaration: consumption data is entered on the Ministry's ENVER portal by the end of March each year.
All of these rest on the same base: reliable consumption data broken down by month. Adding up bills gives a number you look at once a year. The energy management the regulation asks for needs continuous monitoring.
If you are close to the threshold
Once consumption reaches 80% of the threshold, a capacity increase or a new line can bring you into scope. Seeing consumption by source and department then clarifies both scope tracking and saving opportunities. Peak-hour load and the reactive penalty can be tracked from the same data.

What is TOE (TEP)?
Tonne of oil equivalent: the energy in one tonne of crude oil, 10 million kcal. It lets electricity, gas and fuels be added up in one unit. In Türkiye 1,000 kWh of electricity equals 0.086 TOE and 1,000 Sm³ of natural gas equals 0.825 TOE.
Who must appoint an energy manager?
Industrial plants whose average annual consumption over the last three years is 1,000 TOE or more. For commercial and service buildings the threshold is 500 TOE or 20,000 m² floor area; for public buildings 250 TOE or 10,000 m².
Is one year above 1,000 TOE enough?
Scope is based on the three-year average. The exception is a newly established plant: if its first-year consumption exceeds twice the threshold, the obligation applies without waiting for a three-year average.
What else applies besides the energy manager?
An energy audit renewed every four years for industrial plants, TS EN ISO 50001 certification, and an annual declaration on the ENVER portal by the end of March. Plants at 50,000 TOE or more must also set up an energy management unit.
What happens if the obligations are not met?
The Energy Efficiency Law No. 5627 provides administrative fines. The amounts are revalued every year; for 2025 the fine for breaching the energy management obligations was TRY 516,882 after a 30-day warning.
